Classic Canuck Foot Waterproofing

After a long Canadian winter I sometimes think hell must already be frozen over, because slush is evil. A classic trick, well-utilized amongst us Canucks, is to take two plastic grocery bags and put them over your socks. Toss an elastic band around your ankle and you have a moisture-proof barrier against slush. In which of Dante’s circles are sinners forced to shovel that icy wall of snow the plow leaves behind? The third?
